Relating to specific services and notwithstanding any diverging decision of the BIPT on the WBA VDSL2, Proximus reserves the right not to provide the services without prior conclusion of specific agreements negotiated in good faith at reasonable service and pricing conditions with Beneficiaries requesting specific processes.
Wholesale Broadband Access VDSL2
Your network is linked to the Proximus network in specific Access Points, from where your data traffic is carried over the Proximus Ethernet network to the local exchange where you are connected. In WBA VDSL2, Proximus shapes a VDSL2 signal on the local lines to your end-users. The conditions for providing services are set out in WBA VDSL2 - the Reference Offer for the Wholesale Broadband Access Service.

The version 15 of the Wholesale Broadband Access VDSL2 offer is published here below. Compared to the previous version, the following changes have been integrated in this new version:

Please note that the BIPT decision of 11 August 2011 has been annulled by the Court of Appeal on 7 January 2015. Proximus SA/NV therefore applies the disclaimer that it had made in this respect and has adapted the WBA Reference Offer on a number of elements that had been introduced by the annulled decision (i.e. SLA raw data reporting and ISLA provisioning). For the other elements that had been introduced by the annulled decision and for which Proximus reserves the possibility to adapt the current WBA Reference Offer (for instance, but not limited to, NFTR compensation), Proximus S.A./N.V. still maintains its rights to apply retro-actively the conditions included in its Reference Offer, as applicable before the BIPT decision of 11 August 2011, until a new BIPT decision determines the new applicable conditions, and as the case may be, to ask reimbursement of any amounts it will have paid in application of the adapted Reference Offer, but which would not have been due under the formerly applicable Reference Offer.
The adapted version of the Reference Offer is published by Proximus S.A./N.V. without any adverse recognition and without prejudice to any of Proximus S.A./NV.'s interests. It shall not be considered as a waiver by Proximus S.A./N.V. of its rights and interests to fully implement its disclaimer regarding the WBA Reference Offer.

Proximus SA/NV therefore reserves its rights to apply the disclaimer that it had made in this respect. More specifically, for the elements that had been introduced by the annulled decision (for instance, but not limited to, compensation mechanism at individual level and SLA obligations regarding Non First Time Right Installations), Proximus S.A./N.V. reserves its rights to apply retro-actively the conditions included in the WBA Reference Offer, as applicable before the BIPT decision of 10 December 2013, until a new BIPT decision determines the new applicable conditions, and as the case may be, to ask reimbursement of any amounts it will have paid in application of the adapted Reference Offer, but which would not have been due under the formerly applicable Reference Offer.
The WBA offer consists of four building blocks to deliver data access to the end-users
The OAL (OLO Access Line) is the connection between Proximus’s network and the OLO’s network. The network is divided into 5 areas and approximately 600 local networks. There are two PoPs per area and one LEX per local network. The OLO must order an OAL in a Proximus Service PoP or a LEX to provide data access to the end users of the corresponding area.
- Ethernet transport
Between the LEX where the OLO wants to be active and the OAL, data are carried on Proximus Ethernet network through VLANs. When ordering VLANs, the OLO can choose between 4 service qualities and two VLAN options (Shared or Dedicated VLAN). With Shared VLAN, the data from the end users will be bundled in 4 VLANs (one per service quality). With Dedicated VLAN, a specific VLAN will be created to bundle all the traffic from each specific end user.
- End-user line
The end-user line is the link between the DSLAM (situated in the LEX or in a ROP - Remote Optical Platform) and the end-user. It uses the VDSL2 technology to provide a fast end-user access on Proximus copper pairs. The access speed depends on the distance and quality of the copper pair between the end-user and the DSLAM or ROP.
The VDSL2 technology requires a specific configuration of the CPE (modem). Therefore only CPEs provided by Proximus or CPEs specifically tested for Proximus network will be accepted.
